The French Parliamentary Permacrisis: The Beginning of a Fresh Governmental Era
In October 2022, as Rishi Sunak assumed office as British prime minister, he was the fifth UK leader to occupy the position in six years.
Triggered in the UK by Britain's EU exit, this represented unprecedented political turmoil. So what term captures what is unfolding in the French Republic, now on its sixth premier in 24 months – three of them in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the cost of his government’s survival.
But it is, at best, a temporary fix. The EU’s number two economic power is locked in a ongoing governmental crisis, the likes of which it has not experienced for many years – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no simple way out.
Governing Without a Majority
Essential context: from the moment Macron called an ill-advised snap general election in 2024, the nation has had a divided assembly split into three warring blocs – left, far right and his own centrist coalition – without any group holding a clear majority.
At the same time, the nation faces dual debt and deficit crises: its national debt level and budget shortfall are now almost twice the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are nigh.
Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.
In mid-September, the leader named his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he faced fury from allies and opponents alike.
To such an extent that the following day, he stepped down. After just 27 days in office, Lecornu became the shortest-lived premier in recent French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “personal ambitions” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a task, to put it mildly, not without complications.
Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, vowing to reject all future administrations unless there were early elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to prevent a vote. The leader's team announced the president would appoint a new prime minister 48 hours later.
Macron kept his promise – and on that Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who detest Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the far right and radical left – meaning the government should survive those votes, due on Thursday.
It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”
Changing Political Culture
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.
A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the far-right RN, LFI, Greens, Communists and UDR want him out.
To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, similar to his forerunners, toast.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament musters collective will to pass a budget by year-end, the prospects for the government beyond that look grim.
So is there a way out? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would see reduced representation, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic.
Another possibility might be for Macron himself to resign. After winning the presidential election, his successor would disband the assembly and aim for a legislative majority in the ensuing legislative vote. But that, too, is uncertain.
Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an odds-on chance that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
In the end, France may not emerge from its quagmire until its leaders acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and even disincentivizes – the formation of ruling alliances typical across Europe. The Fifth Republic may well have entered its terminal phase.”
